The Bank of Russia has proposed a list of crypto assets that could be admitted to public trading on regulated Russian exchanges. The list includes Bitcoin, Ethereum and Tether's USDT. The central bank published the proposal on Aug. 11, 2026, stating the assets meet criteria that include market capitalization, average daily trading volume and at least five years of price history on overseas markets.
The proposal follows a law signed by President Vladimir Putin on Aug. 4, 2026, that gives the Bank of Russia authority to decide which digital currencies can be admitted to organized trading and to set the related rules.
Under the proposal, non-qualified investors could acquire up to 300,000 Russian rubles (about $3,650) of crypto per year through each intermediary, such as a broker, an exchange service or an asset manager. Qualified investors would face no acquisition limit for crypto traded on exchanges or over-the-counter markets. All investors would have to pass a risk test before making transactions, regardless of their status, according to the central bank.
The regulator is accepting comments on the proposal through Aug. 24, 2026.
