Poland Sejm fails to overturn Nawrocki crypto bill veto; country still lacks MiCA supervisor

Poland's lower house (Sejm) on Friday, Sep 5, 2026, voted 241-198 to override President Karol Nawrocki's veto of crypto-market oversight legislation, with 3 abstentions. The tally fell 25 votes short of the 266 needed for a three-fifths majority, so the veto stands.

The blocked bill would have set Poland's national framework for the EU Markets in Crypto-Assets Regulation (MiCA) and placed crypto-market oversight under the Polish Financial Supervision Authority (KNF). KNF said the same day that Poland still has no designated cryptoasset-market supervisor even though MiCA already applies across the EU.

Nawrocki has vetoed crypto legislation three times. He says he supports regulation but argues the draft overregulates, citing compliance costs and powers to block websites.

The vote landed amid the Zondacrypto scandal. Estonian operator BB Trade Estonia was declared bankrupt by an Estonian court in August, with the first creditors' meeting set for Sep 17. Polish prosecutors have estimated losses at no less than 350 million PLN (about $95 million) and merged the case with a probe into the disappearance of BitBay founder Sylwester Suszek. Ahead of the vote, Prime Minister Donald Tusk cited an expanding criminal investigation and alleged witness testimony that included a claimed 2 million PLN (about $550,000) payment arrangement.

What would change this reading: a revised bill that clears both the presidency and a three-fifths Sejm majority, or a separate legal act designating KNF (or another body) as Poland's MiCA supervisor.
