The procedural filing does not settle the bill's remaining policy disputes or guarantee passage. It does preserve a route to a floor vote when the Senate returns on Sept. 14. Under the usual Senate process, cloture on a motion to proceed ripens after two session days and generally requires 60 votes.
CoinDesk identified unresolved issues including illicit-finance protections, stablecoin yield and rewards, and government-ethics language. Senator Cynthia Lummis described the move as clearing a procedural path, according to CryptoSlate.
The immediate fact is procedural: the Senate has started the first floor-stage mechanism for a market-structure bill after missing a pre-recess vote. The eventual outcome still depends on votes and negotiations that have not yet occurred.
